While developing numerous paging products, he also gained expertise in waterproofing techniques and ruggedization. \r\n\r\nAfter leaving Motorola, Dwight became a consulting engineer and eventually VP, Mechanical Engineering for a communications company formed to develop a family of GPS and cellular technology personal security products. A total of five products were developed; three for the AMPS communication network and two for digital networks. The product applications included asset tracking, hand held personal security and vehicle mounted telematics.\r\n\r\nAs a Consulting Engineer and President of Brooks Technical Solutions, Inc., Dwight has worked on a variety of consumer and industrial products including a refrigerant reclamation machine that was recognized as being a unique approach for improved airflow, handling and cord storage as well as a distinctive product appearance. Other products include a pet toy, Personal Digital Assistant, a medical device, unmanned drone submarine, Freon gas detector and a small personal security device all designed using Solidworks. The history of the Bulgarian equity market dates back almost a century ago. The first provisional Stock Exchange Act adopted in 1907 regulated the structure and functions both of stock and commodity exchanges. On April 15th, 1914 under the Kings Decree №7 the first real stock exchange was established in Bulgaria. In the beginning 21 companies were listed on the exchange with a total capital of BGL 81 million. After the World War I the Stock Exchange was reopened in 1920 operating predominantly forex rather than securities transactions. In the 30’s some 30 companies got to be listed on the Exchange and generated substantial turnover. After World War II the Stock Exchange ceased its operations. \r\n\r\nThe equity market was re-established in 1991 with the introduction of the Commerce Act. The emergence of the equity market is directly linked with the deep structural, economic and social changes in the country since 1989. In the period 1992-1994 some twenty regional exchanges sprung up across the country. The market was functioning in a completely unregulated environment until the adoption of the Securities, Stock Exchanges and Investment Companies Act in July 1995. In compliance with the newly adopted Act a Securities and Stock Exchanges Commission (SSEC) was established. By the end of 1995 most regional exchanges merged and Bulgarian Stock Exchange remained the only operational exchange in the country. The other key institution on the market - Central Depository AD (CDAD) was established as a joint-stock company in 1996.\r\n\r\nIn 1996 Securities and Stock Exchanges Commission (SSEC) introduced the requirement that all listed stocks should have their prospectuses approved by the SSEC in order to be traded on the BSE. As no company complied with this requirement, trading on the BSE was suspended on 23 October 1996.\r\n\r\nOn October 9, 1997 the Commission officially licensed the BSE-Sofia. The first trading session on the regulated market took place on October 21, 1997, but the official floor was launched on 12 January 1998 with the listing of the shares of the largest Bulgarian cable producing company Elkabel. By the end of 1999 there were 32 companies listed on the Official Market and about 1,000 companies admitted for trading on the Free (OTC) Market as a result of the Mass Privatisation Program. The law is aimed at providing protection for investors and creating the prerequisites for development of a transparent capital market in Bulgaria with criteria very close to the ones of the European Union.\r\n\r\nIn compliance with the new legal requirements and as a response to the changed market conditions the BSE-Sofia has adopted new Rules & Regulations. In October 2000 the RTS Plaza trading system, based on the NASDAQ quotation system was launched at the BSE-Sofia with the assistance of American and Russian experts. It is an order and/or dealer driven trading system with multiple market-makers. On October 21, 2000 the BSE-Sofia launched its official index – SOFIX. The SOFIX is price index, market capitalization weighted, with base value of 100 points. The SOFIX portfolio consists of the top domestic stocks. \r\n\r\nIn March 2003, the National State Securities Commission was replaced by a new supervisory body - the Financial Supervision Commission (FSC). More than just a change of name, the move pulled together the regulation of a number of financial (non-banking) sectors under one body. The newly established FSC is now responsible for issues as diverse as protecting investor interests, promoting market development, regulating the issue of securities, monitoring transactions, as well as supervising investment companies - including private pension funds and insurance companies. The regulatory changes during the year directly improved conditions for investors and issuers, as well as underlined the governments commitment to encourage wider overall development of the capital markets.\r\n\r\nMarch 2003 also saw the launch of a new electronic trading system in the markets. The Client Order-Book Online System, or COBOS, was introduced to allow clients or stock exchange members to place orders to trade securities over the Internet in real-time. This removed the need for a direct link to brokers, opening up the possibility of trades being placed from outside the capital, and even outside the country, without having to pick up the phone. Analysts said introduction of the system would encourage further investment in the market. \r\n\r\nThe final important change in the first quarter of 2003 was the requirement for International Accounting Standards to be observed by all institutions in the banking sector and other financial companies traded on the BSE-Sofia. The move represents a first step with all companies required to adhere to the system from 2005, moving closer to international standard regulations on transparency.
